Stamos a lower rank ministry employee is sent to a small fishing town to carry a formal inspection to the local fishery. Honest and unsuspecting Stamos, who is also an amateur fisherman, finds that everything is in order except a strange young girl who steals fish from the fisheries. Chasing after her though Stamos will discover a massive illegal fishing operation and in his effort to alert the authorities he and the girl will become entangled in an unexpected adventure.
